Energy Efficiency Refurbishment of Public Buildings in Prishtina
CETEOR Sarajevo has successfully implemented the project “Energy Efficiency Refurbishment of Public Buildings in Prishtina” funded by European Bank for Reconstruction and Development (EBRD). The overall objective of the Project is to introduce an integrated management support system for planning reliable and affordable energy renovation programmes for public buildings in the Municipality of Prishtina.
The Study is prepared with presented: (i) comprehensive building stock database, (ii) review of the energy performance and possible solutions for up to 50 public buildings (identified schools and healthcare buildings) in Prishtina and (iii) investment programme structured in three (3) main investment categories (short term, mid-term and long-term investments).
Implementation of EE investment program will generate a range of benefits for Prishtina's economy, thus providing increased energy savings, diminishment of energy imports and a lower trade deficit, greater longevity of adjusted buildings and decreases in the emission of greenhouse gases.

Pre-tender presentation of the Project Vitez municipality district heating system
Pre-tender presentation of the Project Vitez municipality district heating system based on the public - private partnership model was held on 17th September 2019 atHotel „Central“ Vitez. The European Bank for Reconstruction and Development (EBRD) implements the „Regional Energy efficiency Programme (REEP)”, funded from the Western Balkans Investment Framework (WBIF). The project in Bosnia and Herzegovina in the area of technical assistance is implemented by the EBRD and led by the consortium CMS/ CETEOR/GMC.
The Vitez Municipality strategic commitment is to permanently solve the heating problem in the city. Vitez had a district heating system until 1998 from an industrial plant owned by Vitezit d.o.o. Vitez. Today, there is no organized heat supply system in the municipality of Vitez and heating of buildings is carried out through individual heating systems for each building. The objective of this project is to develop a proposal for a district heating system using biomass for the urban area of Vitez municipality, which will in addition to ongoing measures to improve the energy efficiency of buildings covered by the district heating system ensure the sustainability of the district heating system, reducing losses and increasing thermal comfort.
During the event the team of consultants engaged to provide technical support to the municipality of Vitez presented to the potential private partners, the concept of the project at hand, a term sheet of the main contract terms, rights and obligations of the parties, the project’s parameters, risks, the contracting strategy, as well as the tender and project implementation timeline. Furthermore, within this event presentation of the project from technical, economic, environmental and other key aspects was given as well as its strategic implementation plan through all phases of the public-private partnership (PPP). The purpose of this event was to familiarize all stakeholders, i.e. potential private partners with the project and its conditions and suggestions before the preparation of tender documents based on the PPP model.

Considering that Teslic Municipality doesn`t have established district heating system, the strategic commitment of the Municipality is to solve the problems of heating the urban area of the municipality. The objective of this project is to develop a proposal for a district heating system using biomass for the urban area of Teslic municipality, which would provide an organized, sustainable and environmentally acceptable heating system, and reduce heat losses and provide thermal comfort.
